The Permanent Judicial Commission of the presbytery functions according to the Constitution of the Presbyterian Church (U.S.A.). It is composed of 12 members, six of whom are ministers and six of whom are elders, none of whom represent the same congregation. The Chair of the Unit, or a representative designated by the Unit, serves on the Coordinating Council. The Permanent Judicial Commission elect its own Chair and Clerk.

The responsibilities of the Unit include:

o Fulfilling the duties of a Permanent Judicial Commission, as outlined in the
Book of Order D-5.0202;
o The review of church Session Minutes and other records;
o Overseeing processes for amendments to the Constitution of the Presbyterian
Church (U.S.A.);
o Training clerks of session;
o Reporting and properly disposing of bills and overtures to the presbytery
which are directed to higher governing bodies.
